and this sun, the Governor informs ne, 1s inoreaged to

about Fifty-four thousand dollars by the Military Con-

tribution levied on receipts. I have the honour to enclose

herewith a tabular statement of then figures.

I have given this matter my most careful consideration

but I ragrat to any that I am unable to suggest any means

of making the Agenoten self-supporting. There are only

three Agencies, namely those at Shanghai, Tientsin and

Chefoo, whion are not established in His Majesty's

Consulates; but to transfer the last named Agency to the

Consulate at Chefoo would have no practical effect on the

financial situation, while the creat arount of postel

business transacted at the two former Aumcies makes it

clearly impossible that facilities for their management

could be found in the Consulates General at those ports.

Notwithstanding the fact that it appears irponsible

to take any effective measures of economy in the conduct

of the Agencies, I still venture to hope that in Majesty'

Government will deem it proper and advisable to

evolve

some sohne by which their maintenance and the facilities

afforded
